Juli 2007 Fragebogen Beijing, 29th June 2007 Questionnaire on Tariff and Non-tariff barriers in China The European Union Trade Commissioner Peter Mandelson and the Chinese Minister of Commerce Bo Xilai have agreed on 12th June 2007 in Brussels to work together in the identification and analysis of export barriers in China. The aim of this exercise is to substantially increase European export of goods to China in the coming months and re-balance trade flows. The Member States of the European Union and the European Commission are working together on a list of barriers that impair or discourage EU exports into China in all categories of goods. In this context, the input from EU exporters, importers, industry associations, chambers of commerce and experts is of paramount importance to prepare a list of request for the consideration of the Chinese authorities. Your are kindly requested to fill in the attached questionnaire and send it back before the 25th July 2007. The European Union will transmit a consolidated request to the consideration of the Chinese authorities respecting the anonymity of contributions. The Chinese Government is committed to reply to these request by the end of November 2007. All participant to this questionnaire will be informed regularly progress made.

Are there local content requirements for the sale or lease of products in China?
Are your exports subject to an European export licence requirement (such as dual use regulations)? Do Chinese authorities require an import (into China) licence (i.e. products subject to quotas)
Have you seen your certificates of origin refused by Chinese authorities (never, often rarely)? (please fill in case of difficulties only)
Are your exports into China forbidden, restricted, hampered for Sanitary and Phytosanitary reasons?
Behind the Border Barriers Are there any restrictions to establishment of distribution chains, marketing, transportation, logistics and storage that pre-empt or make difficult the sale and after-sale of your products?
